Q: I'm confused, the contents of the small ziplock bag contained the Velcro strap's, but nothing else, there were no hook's?

The velcro system is called "Hook & Loop": the 2 parts of those straps that attach to each other and grip, ARE the "hook" end and the "loop" end. There are not separate hooks. If you want to attach these straps to hooks (which I have done on occasion) you have to purchase the hooks in the size and style you need, by searching "hooks".

Q: Could i use this to make taut band between 2 vertical posts?

The straps have velcro on one side. If you insert the buckle you can take the two ends and loop them around the buckle then fold them back against each other so the at the buckle is between the two looped ends. If you pull it tight and have a sufficient length of velcro on velcro it should be pretty secure. So one end of the velcro strip is put through the metal buckle and folded back to join with that same end. The other end of the strip is put through the other side of the metal buckle and folded back to join with that same end. If there is a sufficient length of velcro on velcro it should for a pretty tight and secure band.
