It sort of does but can topple over easily. It fits nicely in the carry bag though. Usually when I have it folded, it’s laying down in the back of the van.

Yes, it Does come with a bag. Bag has a carry strap that is attached as well. Fairly sturdy bag. Has held up to airline gate check travel.

20lb max child if using infant car seat attachment as well, or 45 lbs max if using stroller alone
