This vest is to small how come I can not return it

I am a pediatric OT, this vest was purchased for a teenager with sensory needs. The vest appears to be durable. I did use measurements in determining a size and the sizing is accurate. The weights are removable so the weight can be adjusted if needed. The weights are not easily accessible to the person wearing the vest. I recommend the product. Only four stars given on durability because the vest is new to me at this point.

Autistic 20 year old loves it but complained it wasn't tight enough, too tall, and shoulder area is too large. We played it safe and got a medium. She's 90lbs and 5ft tall but the medium was loose around, resting on her hips, and shoulder pads were too big. We are going to order a small but the product was perfect.

There’s not much information about the “weighted” part of this vest. . . So. . . . Let me explain it a little.The top picture shows four gray “pouches”. These are the weights. Each pouch has a weight of 7.33oz. There are two pockets in the front. . . and. . . Two pockets on the back where these weighted pouches fit. . . BUT. . .You have to incert them from the inside, and not from the outside. Though you can see the stitching on the outside. . . The pockets open from the inside.The vest itself is made of neoprene on the front and back. The sides are mesh. So it’s the same sort of material as a diving suit.This item is Made in China, but “Special Supplies” is a U.S. company. At the current price of fifty-one bucks, I think it’s quite expensive for what it is.
