Can this be used on fireplace damper rod n hinges?

I would say yes - I used it on the fireplace screen - mine would hang up when you would slide it open and closed and this product worked perfectly with no safety issues.

Will this work well on mower decks to prevent grass build up on the underside of the deck?

Gerard, it works great to keep the lawn mower deck clean, you must scrub the deck clean first, let it dry well, and then spray.B'laster is rather like paint in that it dries hard very quickly and does not come offHope this helps.

How long is drying time?

Seems like it dried very quickly but I don't recommend this stuff for anything. The spray goes everywhere and once it get on something it is nearly impossible to clean up.

Can this be used to lubricate garage door wheels on the tracks and other parts such as (hinges, springs, etc)?

It is a spray meant for belts etc. See description from Web site: "Use on Gaskets, Transfer and Conveyor Belts, Rollers, Wheels and Gears." They sell a garage door spray with a tube to reach into the bearings, not spray black graphite on the surroundings. You can then take the tube off and use the garage spray to do the tension springs.
