Will this back pack fit under airline seats?

This fit under the seat on my American Airlines flight.

does it have anything that can slip over the handle to a roller bag of this backpack?

Yes it does. The bag leans over a little bit because the strap is closer to the bottom of the bag. I wish they made it so you could lay the bag on it's side but overall the bag is great.

Are the sides of this bag stiff or will the bag compress flat when the bag is not full and the straps tightened?

It will not fit under the seat unless it is at half capacity. it fits perfect in the overhead storage.
