No. It is manual and has a lock to keep the blade open.

how do you put the blade back in?

It has a frame lock inside the slot in the handle. It is a similar mechanism to many full-size pocket knives. It is basically a metal tab that locks the blade into place when the knife is opened fully. To close, you just bend the metal tab over then rotate the blade back into the closed position.

Are there refills available for this product or is it meant to be sharpened?

There are no refills but good news is very thick blade so holds edge well and can be sharpened many times without compromising integrity of blade.
