I have this bound, but the led keeps blinking slowly. is that normal when bound or should it be solid? instructions and port drawing would help!

I don't think so. I am using it with a Spektrum transmitter.

Will this receiver bind with a Devo 7e transmitter

Mine binded with a spectrum 7 fine the first time but later would not hold to or respond to any transmitter reliably and I had to throw it away

The first one I received would not bind to my Spectrum transmitter. I returned it and received a replacement 2 days later. The second one works as advertised.
