Is the 3m synthetic 000 extra fine suitable to buff porcelain sinks? will it scratch the enamel?

It won't leave scratches but it may dull the gloss a bit.

After reading the mixed reviews, what's your opinion for using this product to clean a ukulele fret board (has both wood and metal components)?

The package said 0000 but it was much coarser than that. I returned it. I did find some nice 0000 steel wool on line from Liberon. It is much finer and a much better product than the 3M. I would highly recommend that instead. It should work fine for your ukulele fretboard if you go lightly with it. You might also want to use a light mineral oil that will hard and then when you're done

Rats can chew through this stuff, STEEL wool works better!

will this deter chipmunks as well as regular steel wool?

Fiberglass would more likely be similar to steel wool . . . synthetic materials can be chewed and shredded more easily
