Is the skirt very long? Im only 5ft 3 so long skirts drag alot

The skirt is above the ankle and it does not drag. I am also short and it worked fine for me!

Can the beige sleeves be put up on the shoulders or are they sewn down on the brown vest?

what dress size is X-large?

I would say it ran to about a 12-14. The costume is made to fit snug and it DOES.

Im 5'2" and about 180 lbs . Would xl fit or should i go to the plus size option?

for comfort, I would say plus size. the material is not forgiving
