how big does it stretch to?

If you put in mind of milk cart of that size it would stretch out about around 2 to 3 inches but it will hold thing whatever it is you have . Generally I put my motorcycle helmet to hold down whenever the state doesn’t require helmets

I definitely wouldn’t use it for that. It’s made for holding an item in place that’s already supported by something else. You might want to consider using flat rubber bungee cords.
