how many pounds of weight per specifications can this velcro hold?  I often see 5lb, 10lb, 15lb when shopping velcro.

Would this work to keep my velvet sofa cushions in place? And if I wanted to remove the adhesive later, would it damage the velvet?

Personally, I would not use this on velvet. I am a consumer, not the manufacturer, but I seriously believe any adhesive if left on a piece of fabric, especially velvet, is going to cause damage and you will see where the adhesive was. And if desiring to flip the cushions? You'll not only see where the adhesive was, but it is likely there will always be a sticky, tackiness that not only would be uncomfortable, and visible --- but would also attract dirt. I would not use this product on any fabric where you want to eventually turn the fabric over, the cushion, so on. I don't know what to tell you regarding using something to keep your cushions from slipping around. But certainly, nothing with any adhesive on it if you plan on at some point turning your cushions. Sorry I could not be of more help.

Is it strong enough to hold a window net?

I don't know the answer to I inch tape I have 2 inch and it would hold most windows.  If you apply it according to instructions it is very difficult to pull the two tapes apart.  It  has changed my belief in velcro.

Question 4

I'd like to use this to mount a Navajo rug. Experts recommend an "acid free" velcro. does this meet that criteria?

honestly , I don't think I'd use any brand of tape, hook and loop on such a special item. try asking a quilter about hanging it.  good luck.
