Will this cord be compatible with Toshiba laptops?

This is strictly a Ac110-120v power cable. A laptop uses a DC current. They usually come with a Ac to DC power converter. It's the black box. This cable would really only work on select TVs, radios, and some soundbars... All of which take a straight Ac current without the need of a converter. So no it won't work.

Will this work on an Epson Stylus NX420 printer?

Yes it will. It is the non-polarized figure 8 design, which is what the printer calls for.
