If i buy 2 packs of these will each usb receiver work with both keyboards & mouse, or is each individul usb unit tied to the kb/mouse it comes with?

As long as you have a Bluetooth dongle in a USB Port, on a PC, any Bluetooth device that is comparable can connect to that PC.  Windows Drivers are regularly updated to run the latest devices and some manufacturers write their own.  As there are too many products available, Microsoft write the code for major manufacturers and then do generic drivers for the rest.  As these keyboards and mice are Logitec the PC will use the generic drivers for the mice but the keyboards have their own drivers which are uploaded to the PC the first time they are connected. Theoretically, you can connect unlimited numbers of keyboards and mice but practically you cannot be using more than one of each at any one time.  So, you can't have two people or more typing at the same time. Trying to use more than one keyboard or mouse at the same time will cause system conflicts that will crash the system at the very least, at worst it will corrupt .sys and .inf files that could require a clean reinstall of Windows being needed.  Trying to operate two mice / keyboards at the same time can do a lot of damage so Windows will only load one of each at Boot up. Remember, the first two files that are loaded from the Boot Sector are the keyboard then the mouse. If they can't load the PC cannot boot up.  So, that is your answer, theoretically you can connect and use as many as you want but practically you can't. However, you can switch devices regularly through the same dongle.
