On their first shipment to me, it came with both low and high profile brackets. On their second delivery, it only came with low profile. I guess you have to specifically tell them what you need.

Will this work in PCIe 1.1 slot?

It should, as far as I know. I do know that it works in a PCIe 2.0 slot. It does require a x4 width slot.
