Q: does it splatter out of the fountain? I want to put it in a place that can't get wet.

Inside the tiers are foam-rubber thingy's. They direct the waterfall. I jacked with them one day, and next thing I knew there was splatter. If you leave the foam-rubber thingy's alone, I think you'll be okay.

Q: Do you have any instructions. Mine got wet and I can't read them.

Q: Is it SAFE/OK? to put the LED wiring inside in the water? Is that how it is meant to be used? And also the round thingy on the pump wiring? Anyway to minimize/stop the water splattering? I set to lowest pump setting but still getting splatter - not good... Anyone change or do something with top tier sponge?

I put glass beads in it to slow the splatter.

There is a little panel on the back that slides off. OR you can pour water into the front of the waterfall until you get the flow you want.
