Does this go directly on the wall or on the wallpaper before hanging?

There is great variety in wallpapers. Some you can paste the wall, usually those that are of a "non-woven" type backing. Others you must paste the paper because the paper will stretch a bit when wet with glue. You must read the instructions that come with the paper. There is no "one answer" with wallpaper. This glue works equally well for "paste the wall" and "paste the paper" styles.

Does this come dry or pre-mixed?

It is a paste - ready to use as soon as you open it.

Will this turn yellow if I use it to coat newspaper clippings

I have no idea as I used it only with wallpaper which is thick and designed to be pasted.
