Don’t know about 18/10, but the entire tool is stainless steel. It’s a great peeler.

What is the difference between the titanl peeler and the titan julienne peeler?

The Tatan peeler, has a double edge blade. That can cut or peel in both directions. The Julienne peeler, has 12 sharp teeth. That will shred your cuts . Great for salads.

Can I purchase the slicing board attachment by itself

I do not know. I do not have a slicing board and have had my peelers for many years.
