It says "using a variety of mediums" but I just want to make sure. Is Acrylic okay?

Fluid acrylic works just fine on this paper -- I've used it in the Strathmore 500 Mixed Media journals. I have not tried heavy body acrylic, however.

Does this have tear out perforations? Want to be able to frame and sell individual art work

No. It has a easy tear off edge. None of the strathmore papers that I have used has the perforated edge. I am a portrait painter and use Strathmore papers all the time. Excellent quality. If you want to experiment, sometime, try the Strathmore Acrylic paper. I paint in watercolor and am able to easily lift off and adjust paint. I hope you enjoy your paper.

How difficult is it to flatten the paper (and keep it flat)? i want to use it to bind my own sketchbooks and need it to attain a resting flat state.

I used to cut pieces for painting. I would then put them under a piece of particle board or plywood overnight and it would be flat and stay flat. (Like any other paper...if you roll it up afterwards of coarse it will curl)

Can I use sprays and inks and can I resist on these? (Beginner)

This is nice paper. It does have a little tooth to it so I’m not sure how well it would work for like blowing alcohol inks around. It’s definitely not smooth. But I think it would hold up to spraying inks or doing pen work for sure. Fairly durable. I’ve used it for light watercolor, colored pencil, watercolor pencil, and ink. Just know it has tooth. I don’t know why you couldn’t use resist. But it isn’t watercolor paper. It says it’s 350 lb but it doesn’t feel like it. Barely feels like 140 lb.
