does this come with the plastic circle wrench that helps take out the flush valve?

There was no wrench but I used a plastic dowel to remove the clips(there were no nuts) and the new one just snapped in.

No it did not. However the old one was fairly easy to remove. And new one to install was went in ok as well. Just make sure the gasket is in the right spot. You can move valve up or down to make the gasket seal properly.
