Can you use it to make scarf tassles?

I have never done anything like that. But assume you could make the tassels of whatever material you like. And then attach.

Depends on how thick you want the tassel. I wrap mine around about 20 times which takes 4 to 5 yards of yarn. I save yarn for the tassels at the end of making my project, so it’s definitely worth making my own.
