Is this glue waterproof? I'm looking for a sealant for a customized license plate frame with glitter and rhinestones. Thanks!

Despite the description, this is a spray adhesive. It is NOT caulk. I suppose you could use it as a top coat to protect craft items, perhaps including a decorated license plate. Gluing the back of, and top coating, jigsaw puzzles, also comes to mind. But you may find that a clear spray acrylic sealer is more in line with what you are needing/desiring.

Why does Loctite says not recommended for headliner?

Hello, not sure why they do not recommend. I have used for more than 3 years now. I sell used cars and on the older Mercedes, Volvo and BMW, I'm constantly having to repair sagging upholstery. This product has served well. If used correctly. Hopes this helps.

Will this spray and secure paper labels to a box or envelope?

I would not recommend it for this, it comes out a yellow-beige color so my concern would be it would discolor the paper.
