Not starting i put in the c batteries but it did not start. how do i get help

Essentially it has two triggers. Pull the bottom one and you should hear a mechanical noise. Then when you pull the other one, it starts firing the nerf bullets.

Can I take it apart and make it smaller?

I think you can, but it's better if you don't. All you can do without using any tools (like a screwdriver) is to apart the magazines. And i guess you can also decide by watching the product review videos.
