Q: is it compatible with fz09 2015?

No. This is a 428 series chain. For a much lower powered motorcycle. I believe fz09 takes a 520 series.

Q: Will this fit an ssr xf 250?

You will need to check the number on your old chain. Most larger bikes like your 250 may take a 520. Your old chain should be numbered.
