Yes there is. It reads: " A - Premium Mud flaps" The writing is in white and sits to the lower left of the rear of each flap and is quite prominent.

Will these work on a fiat panda cross 2019?

I’m sure they will. They seem to be universal as advertised

Is the "a premium mud flap" decal removable?

YES, it is. It will rub off slowly with White Spirit. Like, ten minutes of rubbing per flap. It rubs off quickly with paint thinner - just 1 - 2 minutes per flap. And it does not damage the plastic surface, either. The texturing is very fine, so rubbing with paper towel is tricky to get into all the tiny grooves. But it can be done. Alternatively, the decal is printed on one side only, but the carbon fibre patterning is on both sides. You could swop the flaps around, putting the decal towards the tyre. It will still be slightly visible from the side, but not from the back.
