Is there any difference at all between the e3-22p (blue handle) and the eo-22p (orange handle) other than the color of the handle?

I do not believe so. I did not see any differences other than Orange,, which makes finding it much easier if you drop it or put it down and forget where you left it.

Does this item come with a sheath?

When I ordered it did not come with a sheath.
