Does this work for sealing around a PVC sleeve through concrete?

I would imagine you could use this for that. I used it on a flat concrete surface and it worked just fine. it's a two-part epoxy and the tip swirls eack part mixing it as it comes out of the tip.

I have a concrete fountain that has a crack/leak. Will this product be waterproof once cured?

generally yes, but it does depend on the size of the crack and the preparation of the crack before application. You also need a good caulking gun because the product mixes in the nozzle and without a quality gun it will be hard to mix and apply.

Does this color match aggregate concrete?

The filler is clear when it dries. You can easily part my over as we did in our basement and garage. It is highly concentrated and only cover a small difficult area. So make sure you plan ahead of applying it.
