can it be used on painted surfaces?

I my use it had not done any damage to the paint on either my aluminum or carbon framed bikes. Can't say I'd use it on a latex paint without testing.

For the removal of grease, grime and other road gunk, YES.

can it be used on painted surfaces?

I have used it on painted trim and it has not bothered it. My trim is painted with oil base paint so I can not comment on a water base paint from personal experience.

Can this be used on eletric stove top?

yes, it says it can be used in food processing facilities, some of the reviews say they are using it on stoves
