Does this cover fit Zippo plasma lighters?

To clarify, the 41 replica also fits the plasma & other inserts. The very slight difference in dimensions is insignificant in that regard. The only models that don't fit the inserts are the slim & 1935 replica. Any differences in dimensions for other models are irrelevant.

To clarify, the inserts do not fit all Zippo lighters. The models that don't fit the inserts are the slim & 1935 replica. All other models will fit though.

Does the lighter come with fluid inside, or is it empty?

No. It is illegal to ship combustable substances in the mail unless in a special container. The lighter has a "cotton ball" on the inside of it that soaks up fluid, but the fluid will slowly evaporate over time.
