You don’t need developer. You can apply it straight to your hair for the box colour (providing your hairs light enough and doesn’t have red undertones) or you can mix it with a normal conditioner to create a more pastel colour. I used it on bleached blonde hair and mixed a tiny amount with some conditioner and it came up a beautiful colour.
