Q: Is this Mace hollow or solid steal?

The mace bell is actual solid but the handle is not. There is a plastic cap at the end of the handle that can come off and display the hollowness but is not bad at all.

Q: Does anyone else’s make a sound when they move it? It sounds like there is something inside the bar.

Mine has a loose piece in the handle that I can hear when swinging, but that's not necessarily a bad thing. I use that sound as a sort of metronome to help tempo and pacing while performing flow-style mace work. If I don't want to hear it I'll just wear earbuds.

Q: Why do some reviews talk about a foam covering on the handle?

It comes wrapped in a foam sheet. It's just packing materials to keep it safe in transport.
