Can you mix this with icing to give a gold tint to the icing?

Although I didn't try that I think you probably could do it. It would mute the color a bit but the sparkles may survive. It is the consistency of the usual decorative writing gels so it should mix as well as those do. Good Luck.

I want to decorate a carrot cake with small carrots and some green leaves, should I use icing or gel?

While I am no expert, I recommend using icing. The gel is translucent whereas icing is opaque so it will show better. The icing will also hold the shape better.
