I'm 5.3 tall, is the board too big?

No the board is not too big for you as I coach a high school swim team and the whole team has used this and they are not all the same height .

Does it come with a workout dvd?

No, it doesn’t come with a dvd but you can always find some exercise videos on youtube.

Is there a weight limit for this? I just don't want to get it and not be able to slide xD I'm assuming it wouldn't matter but just wanted to ask first

a person's weight shouldn't matter. You are self propelled, the slide should be placed on the floor.
