Fluke or Design?
This cooler runs well enough, but the thermoelectric pads are in the wrong orientation for water cooling. Reversing the polarity to remedy this turns off the fans. Mine is also not the color pictured, but that is a very small concern in the long run. After replacing two fried fans, it seems to be doing exactly what it's supposed to.

Pretty Good Value
If you're deep into DIY, this may be a bit to plug-and-play for you. Then again, it might be perfect. It seems to be a cost-effective and uncomplicated way to turn 12-volts into a means to chill or warm liquids.I ordered this because I wanted to be able to examine the nuts and bolts of Peltier devices. Not necessarily because I had fluids which needed heating or cooling. The speed with which the Peltier devices operate is surprising. It is a 'right now' sort of thing. The fans included in this kit are not overwhelming by any means. But, it could be that they are adequate. Time will tell. The wiring is basic: Each device has separate leads. Meaning there are 8 wires emanating from it: Two each for both the fans and two each for the two Peltier devices. This allows for flexibility in that each half of the combo can be operated independently. If you vary the voltage as well, I suppose you could have an infinite number of operational levels. At some point, I will replace the heat exchanger with a flat plate to experiment with other modes. For now, I suppose I need to track down some tubing. I happen to have a couple of small pumps on hand. Time to chill.
