Voltage is 230V and wattage is 40W

Are these safe in a small shower room? struggle to dry washing in winter, thought of these awhile ago but questioning safety etc.

Hi They are safe but not enough output to dry clothes . I put mine in a cupboard hoping it would do the same but only warms the room slightly , enough to air but not dry anything

I have an outside wc would this keep the temperature above freezing?

Unlikely - this is less heat than an old-fashioned light bulb. You need a bigger heater and a thermostat so that it comes on only when needed.

can it be placed on floor

I’m sure it could be, I have three in my workshop and they are all fixed approximately 3-4 inches up from floor, just be careful of treading on them etc., good luck!
