Yes. Works in the instance that the mixer sending a feed to camera, and the camera are on different power services creating a ground hum. Insert anywhere inline.

What is the difference between this and the Whirlwind Lifter? Which is better and why?

They perform different electrical functions but both aim to reduce noise. The lifter lifts the shield or pin one of an xlr connection. This can reduce noise in some situations. The iso XL uses a transformer to isolate the signal which can reduce noise and block DC voltage. It depends on the specifics of your scenario.

Does it affect audio coming out? Like a noticeable change to the actually quality of the stuff I play on monitor speakers.

There is a very subtle change as any transformer in the audio path will create. Far better than noise.

Does this work with condenser microphones? (Phantom power...)

No it doesn't. It's an isolation transformer (Phantom can't jump the gap). Should be used for line level transmissions. If you have noise on a condenser mic troubleshoot elsewhere. This wouldn't be a solution anyway.
