Can I charge this power station while supplying power at the same time?

Yes, it support pass-through charging, you can charge your devices while it is charging. But, for the safety of use, the AC outputs won't pass while being charged

Why the 40 watt solar panel can not produce desired power when charging my batteries?

This is normal, the solar panel works fine if it could produce an output power. Actually 40W is the max power of the solar chips, and 40W is a tested result in a laboratory with very strong light. The small solar panels are affected by many factors

The portable solar panel is recommended to charge how many watts of portable power staion?

Because the DC output is 18V/2.35A, the higher the wattage of your solar generator, the longer the charging time will be. For example: 300W=300/(18*2.27)=7 hours approx.
