Does this work as a splitter, like can i send a signal to the foh and monitor system?

Yes if you set the patchbay to keep the original signal path uninterrupted as in half normal. So the back jacks and the front jacks will have a signal present. You could split them that way. If you are sending amplifier output, doing so would probably cause impedance issues and damage your amp or speaker. If it is only line level signals that would work.

can this be used to route amplified speaker singals?

Not a good idea at all. Speaker voltages are quite high and pulling cables in and out of this device will create transient voltages, sparks perhaps ,quickly ruining the TRS jack contacts.
