It's a hard plastic, but pretty sturdy. I put my sticks on the top rack and hang my wet gear from the bottom two and it doesn't move.

Will this hold goalie sticks?

Yes it will. My son has 4 of them on his plus a goalie helmet, duffel bag, skates & about 5 regular hockey sticks. Ours is in the garage & has been for quite some time. Still holding up great & much better than I originally thought.
