If you tighten the kid's shoulder straps,with the buckle on the chest, they will hold the child in seat.

Q: Is this the latest version? (2.o?). Does it come with a rain cover for the child?

Yes it is the 2.0 and it does come with the sunshade. But sometime of the sunshade could be defective and hang too low, please contact the manufacturer to request a new sunshade if you need it higher. Also if it is too tight to screw the extension rods , please remove the blue paint on the thread with a pocket knife.
