Does this require a mono input, or will it convert from a stereo mini?

Yes, mono input but I used the reg stereo 3.5 mm cable/wire it work o.k tested.

Could i use this to drive a 15 watt rms, 25 watt peak pa speaker? its a pyle psp8...

yes, however with such a low powered speaker and much higher power amp you could easily over drive them and damage the speaker.

The full frequency will work on a passive sub, but there will be some bleed through of higher frequencies if the sub, itself, is capable of producing them. I use the sub amp on a 12" Polk subwoofer mounted in the side of a former Bose Acoustimass bass module stuffed with poly pillow fill. The full frequency is used to power a small Polk center channel speaker used for audio from a laptop computer.
