I have blue black hair. I plan on using this on my scalp. Will this lighten my hair color or darken my hair?

I do not think henna will make blue black hair lighter. Henna made my medium brown hair turn auburn in color after a seven hour application. Henna that contains no other color pigments is naturally red. There are pigmented henna out there, unsure of their quality.

Why is your powder bright green? Do you artificially color the final powder? Most natural henna powders are yellowish to brown in color.

Every henna powder I've ever used has been green.
