If I bought more than one 3 x 8 unit can I stack additional rows above the 3 x 8 configuration shown in the picture?

Because of the way it fits together I am sure you can. It is a good product, easy to assemble and attractive. I don't know how sturdy it would be for you to stack two whole units on top of each other but I am sure you can add 2 or 3 rows.

Could i place a tv on top?

If you construct it well and zip tie almost every connection point, then yes...maybe. Othwerwise, I wouldn't feel comfortable with it unless it was a very light tv. This rack is VERY light and flimsy. Anchored to a wall too preferred. I wouldn't put more than a couple of pounds on the top long term. Serves it's purpose, but not necessarily designed to handle a load on top.

Can you configure it so it is 2 tiers high and 4 tiers wide? Will there be enough connectors etc?

Yes but you will come up short somewhere.
