Is this tool suitable for use on stainless steel brake line?

As of my current experience. This tool will not work on stainless because the clamping force isn't enough for how hard the stainless steel is.

does this tool make a 45 degree flare and will it work on steel lines?

It does 45 degree double flare almost perfectly which is surprising for how easy it is. I flared copper coated steel lines.

Does the de-burring tool work on the outside of the line too, or only the inside?

It work both way. But if you ask about the flare tool for cooper lines 3/16 1/4 is good. But steel line only good for 3/16.
