Will one tube be enough for 28 inch hair

I would buy two. I usually go through a third of a tube and I have an undercut and about 4 inches of hair. You might even need 3 depending on thickness and whether or not you plan to dilute it.

Does it come out white at first from the tube

Semi does NOT come out white out of tube. However, permanent does

No, my Sally clerk said if it's semi-permanent, you DO NOT use developer. In fact, I think it's written on the box as well. That's what makes it "semi-permanent." :) Hope this helps.

I have medium-dark blonde hair. Would rose quartz show up at all? If not, would garnet?

I have medium blonde hair and the rose quartz did cover and show up nicely, but the dye gave my hair more of a rose/purple tint rather than just rose quartz
