Q: Can the kid ride alone like push themself with their feet or do they need to be pulled by someone else using the handle?

they can literally ride it like a go cart. its pretty cool. we have pushed it but if we get in tight areas your can grab it and pull it.

Q: Can this be used as a carryon on domestic flights with Delta?

We did use it has a carry in with delta and we flew domestically and did this about 7 months ago. If they changed it since, I'm not sure on dimensions but check on their site and measure the suitcase. The top of it is more slender than the bottom portion. It was defiently handy taking my toddler throughout airport as he enjoyed riding it and I used the stroller to haul bags instead.
