"Harmful to humans if absorbed through the skin" how is it safe for use in shoes, even after drying, will get sweaty again, then absorb 4-tert-amyl?

The MSDS info (accessed via Chemblink) doesn't directly say how long 4-tert-amylphenol is stable in the open. It does biodegrade into "less toxic" materials in an unspecified amount of time, though doesn't list what these are. It may well be possible that, partially given the small amount per use, none of the original compound is left after letting sit for the stated amount of time. MSDS info on "small spills" only suggests disposing what was spilled and cleaning the exposed surface with water. The product is only 0.05% 4-tert-amylphenol (and most likely contains some decent amount of water as a solvent as a part of the inert ingredients), so absorption -particularly of unsafe amounts- seems unlikely.

Can this remove mold on leather shoes? Trying to save my sandals from mildew.

The product is a disinfectant, and the active ingredients will kill mold on your leather sandals - it's not just a deodorizer. Leather doesn't appear to be one of the surfaces listed not to use the product on unless it's also polished, but I'd probably test the spray on some other leather product to make sure the alcohol doesn't cause any minor damage. If it's faux leather (really plastic), then there shouldn't be any difference from use on other shoes.
