Thank you for your interest. Yes, this hair cover is fully compliant with the regulations set by the National Federation of State High School Associations (NFHS).

Q: Does it connect to the headgear or just go under it?

It connects to the head gear. The head gear straps go through the Hair Covers fabric loops which secures the Cover to the head gear. There are three loops, one on each side of the jaw to secure the chin strap, and one on the back of the head to secure back strap. If there are any other questions, please ask. My Granddaughter says it works great. She has a lot, and I mean a lot, of hair. It has held up well and will be used again next season.
