Would this be warm enough to wear on its own in very cold weather, with say, a jumper underneath?

It’s a difficult one to answer as how people feel the cold is relative to the individual. Personally I would wear mine with a thin fleece underneath and probably be fine.

Depends on the fleece, as the jacket is a slim-ish fit. It’s also grid fleece lined as well.
