Could you run this off two cr123 batteries? I know may lights like this will if the internal voltage regulator has a wide enough range.

Yes you can use 2 of the shorter batteries on this light. Shorter time before recharging but brighter.

It says 3.7 volts but how many amp battery for flashlight?

It has a unique battery. Very powerful and long lasting 18650 li-ion battery. I have only charged it once and it is still going strong.
