I don't find that the one I have restricts arm and leg movement at all. It fits tightly enough to use under a wetsuit but is very stretchy.

Even an XS might be too big for a 12 yr old. I have a S that fits me well (5’5” 135-140). I am very happy with it if you can find the right size - it makes a wetsuit very easy to get off & on.
